The study focused primarily on the Queen Charlotte Islands and the Prince Rupert region of British Columbia. Praxis used an issue-focused approach throughout all stages, including data collection, project effects and mitigation. Issues were divided into two categories: historical and contextual. These were issues prevalent in the region. Although they did not relate directly to the project, they were of great significance in understanding major concerns in the region and could have affected the way in which the project might have proceeded.
Secondly, Praxis considered project-related issues. These issues represented the concerns of the residents regarding the potential effects of the project. It was difficult to separate project-specific issues from ongoing community concerns since almost all aspects of community life could have been affected by a proposed project. Praxis also developed recommendations for mitigation as part of the process.
