In late 1994, Canadian Pacific Resorts Ltd. made public a number of proposals for expansion of their facilities in the National Parks. Praxis undertook the economic analysis of the Initial Evaluation under CEAA of these projects, including an addition to the golf course at the Banff Springs Hotel.
Impacts considered in the assessment included the direct, indirect, and induced effects associated with construction and operation, and effects from increased tourist spending. For the province, these impacts were estimated using the provincial input-output tourism model. At the local level, effects were considered within the context of severe restrictions on local expansion and substantial overcapacity at certain times of the year.
