Contracted by Imperial Oil Resource Ltd., Praxis undertook an analysis of economic impacts generated by the proposed expansion of operations at its Cold Lake facility. The proposal included expansion of drilling and oil production, as well as the addition of a cogeneration plant. Kerrie Hale acted as an expert witness at the project hearing held in late 1998.
