Luscar Ltd. contracted Praxis to undertake an analysis of the economic and cumulative impacts from a proposed expansion of the Coal Valley Mine, a thermal coal mine near Edson, Alberta. The analysis was included in an application submitted to the Alberta Energy and Utilities Board in 1999.
