On behalf of Cardinal River Coals, Praxis prepared the economic impact analysis of the proposed Cheviot mine near Cadomin, Alberta. The analysis was included in an application to the Alberta Energy and Utilities Board, which was the subject of a joint hearing with the CEAA in 1997. Kerrie Hale of Praxis appeared as an expert witness at this hearing.
In April 1999, a Decision by the Federal Court of Canada indicated a requirement for further review of the proposed Cheviot Mine Project. Among the four tasks identified was a comparative analysis between open pit and underground mining at the project site. Cardinal River Coals retained Praxis to conduct this analysis, which included two main components: the calculation of net present values associated with underground mining using various assumptions regarding coal prices and exchange rates; and a comparison of key economic indicators related to underground and surface mining. Ms. Hale served as an expert witness at the second phase of the hearing in early 2000.
