In October 1994, the federal government launched the National Forum on Health. Prime Minister Chretien chaired the forum with Minister of Health Dingwall acting as Vice-Chair. The Forum sought not only to involve and inform Canadians but also to advise the Canadian government on innovative ways to improve the Canadian health care system and the health of Canadians. To achieve part of its mandate, the National Forum on Health initiated a multi-level, multi-phase consultation process.
Phase I included the delivery of a series of study circles (an innovative Swedish consultation technique) in 75, three-session discussion groups, in over 50 locations across Canada. Participants from national discussion group sessions completed a survey workbook regarding their perceptions on health and health care in Canada. Praxis provided strategy development; facilitated and managed all sessions held in B.C., Alberta, Saskatchewan and northern Canadian regions; translated the reports from all francophone communities both inside and outside Quebec; coordinated the national level data analysis; analyzed all data; and prepared the final report.
