Praxis developed the Manual on Public Involvement in Environmental Assessment for the Federal Environmental Assessment and Review Office (FEARO, now CEAA). This four-volume set was directed at senior decision-makers, line managers and administrative officials in federal government agencies at the national and regional levels to assist them in developing and implementing public involvement programs.
Praxis assembled an international team including Larry Susskind, Harvard Negotiation Project; Susan Carpenter, SC Associates; Jerry Delli Priscoli, U.S. Army Corps of Engineers; and James Creighton, Creighton and Creighton Associates. The international participants worked with Canadian team members including Bruce Fraser, Salasan Associates (BC); Jean-Rene Proulx, ssDcc (PQ); Keith Storey, Community Resource Services (Nfld); Vern Millard, former Chairman, Energy Resources Conservation Board (AB); and Des Conner, Conner Associates (BC).
In the initial stage of the process, Praxis developed a user questionnaire for all senior managers of the ten federal agencies across Canada to determine their needs and experience with public involvement. Regional consultation workshops were held across Canada to review and seek input on the document. A total of 3000 copies of the final report were distributed in English and French. The Manual was also translated into Spanish.
