BC Ministry of Energy, Mines and Petroleum Resources retained Praxis to review its oil and gas tenure and activity review processes. Through these processes, the Ministry reviews all requests to purchase petroleum and natural gas rights, and applications to conduct geophysical activity and to develop well sites. Northeast BC is the primary focus of oil and gas activity in the province. Praxis conducted interviews with Ministry staff in Fort St. John and Victoria, representatives from provincial government agencies participating in the processes, local government agencies, local geophysical and land development contractors, and oil and gas companies.
Praxis also conducted interviews in Calgary, Alberta with head office representatives of the oil and gas sector. Based on its findings, Praxis prepared an issues and options paper and organized a focus group to discuss the proposed options with the participants. Praxis prepared a final report for the Ministry that summarized the issues raised during the review and focus groups, and specified recommendations.
