This project involved the review of 55 volumes (10,000 pages) of public transcripts for the Joint Hearing Panel. Initially, Praxis conducted an issue analysis and prepared a summary for each of the 14 communities in which hearings were held. Next, Praxis identified every “undertaking” agreed upon as well as all lack of information points, presenters’ recommendations, and information responses provided by the presenters and interveners at the hearings. In association with John Thompson Economic Consultants, Praxis then completed a critique of the social and economic impact assessment, which focused on the employment and job creation estimates provided by the proponent.
