Praxis completed this project in conjunction with Dr. George Kupfer and Dr. Ira Robinson for Canstar Oil Sands Ltd. The study assessed five western Canadian resource communities, through 560 household interviews. Study results were fed back to the communities in a series of 40 public workshops.

The study resulted in policy recommendations for housing, recreation and cultural requirements; new town planning guidelines; contribution and donation policies; recruitment and training needs; and suggestions for employee retention. The study included the creation of housing and recreation-cultural trade-off games to assist in developing and prioritizing the “wish lists” of community residents. These two trade-off games were used in all the community workshops.
